Chargé de mission Système d’Information Géographique de la Grande Région
Dans le cadre de la convention 2024-2028 du Système d’Information Géographique de la Grande Région (SIG-GR), le Département de l’aménagement du territoire du Ministère du Logement et de l’Aménagement du territoire a délégué le support technique du SIG-GR au groupement d’intérêt économique “Luxembourg European Research & Administration Support” (GIE LERAS).
Dans le cadre de cette mission, le GIE LERAS recrute ainsi un(e) chargé(e) de mission à temps plein (40h/semaine) et à durée indéterminée pour assurer les fonctions liées au support technique du SIG-GR. Ce dernier a pour missions principales d’assurer une observation territoriale transfrontalière continue au niveau de la Grande Région et de permettre la visualisation et mise à disposition de données et cartes à travers le Géoportail de la Grande Région.

Expert in Financial Management supporting the ESPON Managing Authority in its Accounting Function, Performance Monitoring and Programme Communication
The GIE LERAS based in Luxembourg city is recruiting an expert for the team supporting the Ministry of Housing and Spatial Planning, Department of Spatial Planning in Luxembourg in its function as ESPON Managing Authority including the accounting function of the ESPON 2030 Programme (see also www.leras.lu).
The position is available starting 1st June 2024.
What is GIE LERAS and what is its relationship with the ESPON 2030 Programme?The GIE LERAS is an organisation, which was created to support the implementation of projects and services acquired by its two members, the Luxembourg State and Luxembourg University. The Ministry of Housing and Spatial Planning mandated the support for the ESPON Managing Authority to the GIE LERAS. Luxembourg has been appointed Managing Authority since the start of the ESPON in the year 2002 and as well for the current funding period 2021-2027 under the ESPON 2030 Programme.
What is the ESPON 2030 Programme?
The ESPON 2030 Programme is part of the EU Cohesion Policy and shall play the specific role supporting policy development, institutional capacity, effective policymaking and efficient public administration with European territorial evidence.
The ESPON 2030 Programme has a budget of 60 million Euro for the period 2021-2027 which is partially financed by the European Structural and Investment Funds (ESIF) and by the 27 EU Member States and 4 Partner States (Iceland, Liechtenstein, Norway and Switzerland). The main part of the programme is allocated to a Single Beneficiary implementing the Single Operation of the programme.

The ESPON Managing Authority has a range of tasks to implement the ESPON 2030 programme in accordance with the regulatory framework of the in European Structural and Investment Funds f (ESIF). For this position the tasks include (indicative / no exhaustive list):
Accounting function:
- Drawing up and submitting payment applications to the European Commission, and ensure that those result from a reliable accounting system;
- Prepare payments to the Single Beneficiary;
- Draw up and submit annual accounts to the European Commission;
- Monitor the payments received from the European Commission (interim payments, prefinancing, balance of accounts);
- Update and monitor the financial data in the ESPON electronic monitoring system;
- Follow up the audit campaign and collect audit results;
- Prepare the requests for payment of national contributions from Member and Partner States to the ESPON Programme and monitor the corresponding payments;
- Report on financial management of the ESPON Programme and updating programme documents in relation to the tasks executed.
Performance Monitoring:
- Verify activity reports of the Single Beneficiary of the ESPON programme (control of indicators, consistency check with approved activities, follow up of shortcomings and applied solutions, drafting of assessment reports);
- Coordinate the verification work with the other staff in charge of management verifications;
- Monitor Programme output and result indicators and performance data and prepare the annual performance review to the EC and the final performance report;
- Provide statistics on public procurement procedures (annual reporting);
- Draw up the management declaration, the annual performance review and the final performance report to the European Commission;
- Checking the completeness, accuracy and veracity of claims submitted to the Managing Authority and the check of their compliance with the applicable rules and laws.
Programme Communication:
- Organise programme events and meetings including procurement of related services in different countries in Coordination with the Single Beneficiary and the successive EU Presidencies and other stakeholders;
- Procure venues and related services for the ESPON events and meetings as well as promotional materials;
- Draft briefings, information notes and communications on the programme progresses and perspectives as well as update and publish the relevant information on the ESPON Managing Authority programme website and periodical mailings;
- Publish the relevant information on the MA programme website and national EU funds portal;
- Participate regularly to meetings and trainings of programme bodies.
- University degree (minimum an equivalent to a Master’s degree) preferably in a relevant field such as public administration, business administration, finance, economics or law or similar studies;
- 5-10 years of recent and relevant experience in public finances, management of EU funds (in particular ESIF), State budgetary management, INTERREG programmes, audit of EU funds, preferably combining experience in more than one of these areas;
- Experience in conducting public procurement procedures, preferably in the framework of ESIF programmes;
- Experience in operating accounting systems (preferably SAP) would be an asset;
- Ability to work with a high level of responsibility embedded in a team;
- Intercultural competences and good team player;
- Able to work under time pressure and during regular missions abroad;
- Excellent oral and written communication skills in English and French at high level, Notions of Luxemburgish would be an asset.
The applicant shall prepare a brief motivation letter expressing her/his motivation, the qualifications and experience in relation to the position. A Curriculum Vitae shall be annexed indicating the professional experience and educational background of relevance for the position as well as language and personal soft skills.

The GIE LERAS will establish a Selection Board, which will invite the best qualified candidates for an interview preceded by a professional test. Interviews are planned to take place in the second half of April / beginning of Mai 2024.
All interviews will take place in Luxembourg.
A contract with the GIE LERAS with undetermined duration will be awarded related to the implementation of the ESPON 2030 Programme. A competitive salary will be paid taking into account qualification and experience. The workplace is in the City of Luxembourg.
